One possible version:
Last Thursday night in the school lecture hall, a specially hearing was heatedly going on. 38 students, parents and teachers were debating on how to deal with the stray cats, which were first seen on campus at the beginning of this year and have stayed ever since. There were no complaints until last month, when a student was scratched by one of the cats and some parents strongly suggest the cats should be driven out of campus.
Many of them insisted that students should learn to respect and live in harmony with other species of life, and thus the stray cats could make the campus their home. The other attendants disagreed, arguing that the stray cats would make the campus dirty and were a threat to students’ personal safety. At last, as a result of the hearing, the stray cats will stay on campuse, with special “cat homes” provided by the school and appointed “student babysitters” to look after them.

One possible version:
The writer, a senior high school student, complains that street vendors occupy too much space of pavements and streets and make the city noisy and dirty. He is worried that the city is becoming less beautiful than before.
According to what I know, the situation described in the article can be seen every night, especially near some prosperous business areas. The vendors sell various useful things, from shoes to kitchenwears, in very low prices, and therefore they attract many customers. The pavements are noisy, of course, and look messy.
I agree that the stalls and carts make some public accasions crowded and untidy. But that’s the way the vandors, most of whom are good people as the writer says, make their living. The city is not only ours, but also theirs. We students don’t need to worry about earning bread for our family, but they have to.
I think it’s OK to have street vendors, but their activities should be well organized, so as to make the city clean and tidy. For example, certain areas should be set up for them to sell things. What’s more, we can learn good experience from other modern cities abroad. There must be some way to make things balanced.
